When the Senate’s Majority or Minority Whip asks in writing, the Secretary of the Senate must move, during that fiscal year, whatever amount the whip specifies from the money for the whip offices into the Senate’s contingent fund “miscellaneous items” account. Each whip can spend those transferred funds for necessary expenses and must approve vouchers to pay bills. The Secretary may advance money as needed to cover those expenses.
