Neither the Senate nor the House may take up bills or other measures about things the Budget Committee handles unless the Budget Committee reported the measure, the committee was released from having to report it, or the item is an amendment to a measure the Budget Committee reported. In the House this covers bills and joint resolutions; in the Senate it covers bills and resolutions.
