Effective October 1, 1983, the Senate must keep two separate accounts inside its contingent fund: one for the Secretary of the Senate and one for the Sergeant at Arms and Doorkeeper of the Senate. The old "Automobiles and Maintenance" account is ended, and all vehicle costs (buying, leasing, exchanging, upkeep, and operation) are moved into the Sergeant at Arms account. The old "Postage Stamps" account is ended too. Special delivery postage for the Secretary goes into the Secretary account, special delivery postage for the Sergeant at Arms goes into the Sergeant at Arms account, and postage for the Secretaries for the Majority and the Minority and other authorized offices goes into the "Miscellaneous Items" account. Any law or Senate resolution passed before October 1, 1983, that let the contingent fund pay for the Secretary or the Sergeant at Arms can, after that date, be read to allow payment from the new separate accounts.
