From June 27, 1956, money from the Senate's "Contingent Expenses" fund cannot pay per diem and subsistence costs above the rates set by the Senate Committee on Rules and Administration (per diem and subsistence are defined in 5 U.S.C. 5701). The committee may set higher rates for travel outside the continental United States and may allow actual-cost reimbursement for travel inside the continental United States up to the committee’s daily rate. This rule does not apply to per diem or travel payments for Senators and their office employees that are reimbursed under section 6314.
