Creates a special account called the "sergeant at arms fellowships fund" under "Contingent Expenses of the Senate." The Sergeant at Arms may use the Fund to pay fellows and to run the fellowship programs. Agency contributions must come from the Senate's "Salaries, Officers and Employees" account. Before spending any Fund money, the Sergeant at Arms must give the appropriate committees a plan, update it if it changes, and send yearly reports on Fund costs. Starting in fiscal year 2023, Congress may provide whatever sums are needed each year. Fellow pay does not count toward the Sergeant at Arms office staffing limits. Key terms: "appropriate committees of the Senate" means the Committee on Appropriations and the Committee on Rules and Administration; "Fellowships Programs" means the SFC Sean Cooley and SPC Christopher Horton Congressional Gold Star Family Fellowship Program (the "Green and Gold Congressional Aide Program") and the McCain‑Mansfield Fellowship Program established by Senate Resolutions 442 and 443 (117th Congress), agreed to November 4, 2021, or successor programs; "Fund" means the Sergeant at Arms Fellowships Fund; "Sergeant at Arms" means the Sergeant at Arms and Doorkeeper of the Senate.
