Pay banks back for costs they have from handling items for the Senate, and those payments come from the Senate's contingent fund. Make rules for how the Senate Disbursing Office cashes personal checks. If a Senate employee owes money to the Senate and does not pay, deduct the amount from any payment the Secretary sends to or for that employee and put the money into the correct account.
