Creates a new revolving fund in the U.S. Treasury called the Senate Office of Public Records Revolving Fund. All money the Office of Public Records gets from fees and charges on or after October 1, 1989 must go into that fund. The Secretary of the Senate can spend the fund without yearly limits to run the office, paying for things like supplies, equipment, and other expenses, and payments must be made on vouchers the Secretary approves. The Secretary may make rules to manage the fund and may transfer up to $30,000 from the fiscal year 1990 “Miscellaneous Items” account in the Senate contingent fund into the revolving fund to provide initial capital.
