The Secretary of the Senate must build and run a full Senate legislative information system with approval from the Senate Committee on Rules and Administration. The Secretary must work with House officials and may get help from other legislative and executive agencies when asked. Some funds from the Legislative Branch Appropriations Act, 1995 (available until Sept. 30, 1998) may be used for this project if the Secretary and the Senate Appropriations Committee agree; those funds can be available through Sept. 30, 2000. The Rules Committee can make rules. The requirement applies to fiscal years starting on or after Oct. 1, 1996.
