Does not apply to any bill, amendment, motion, or conference report before Congress that protects constitutional rights; creates or enforces laws banning discrimination (race, color, religion, sex, national origin, age, handicap, or disability); requires accounting or audits for federal grants or other federal money or property; or provides emergency aid when a state, local, or tribal government asks. It also excludes measures needed for national security or to carry out treaties; measures both the President and Congress call emergency; and matters about the old‑age, survivors, and disability insurance program under Title II of the Social Security Act (42 U.S.C. 401 et seq.), including taxes in 26 U.S.C. 3101(a) and 3111(a).
