The Sergeant at Arms of the Senate and the head of a federal agency may make a written agreement (a memorandum of understanding) allowing the agency to provide buildings, equipment, supplies, staff, and other support to the Senate during an emergency. They may take steps to carry out that agreement, and the Sergeant at Arms must follow the Senate Procurement Regulations. The Sergeant at Arms may also spend money for meals, refreshments, and other support for Senate members, officers, and employees when needed to protect people or property in an emergency. This applies to fiscal year 2002 and each succeeding fiscal year.
