When the President decides some or all budget money is not needed, should be canceled for budget reasons, or must be held back for the year, he must send a written notice to both Houses of Congress. The notice must say how much money, what agency or account and what project or function it affects, why the money should be cut or held, and, as much as possible, the estimated fiscal, economic, and budget effects and how programs would be affected. If Congress does not pass a rescission bill within 45 days to cancel all or part of the amount, the money becomes available to spend. Money released this way cannot be proposed for rescission again.
