OMB must publish and print in the Federal Register an annual PAYGO report within 14 days (excluding weekends and holidays) after Congress adjourns to end a session. The report must include the current PAYGO scorecards, any policy adjustments under section 933(c), any emergency laws designated under section 933(g), information about any required sequestration, and other data that help the public understand these actions. If the report shows a debit on either PAYGO scorecard for the budget year, OMB must prepare and the President must issue a sequestration order to cut direct spending enough to offset that debit under section 935. If both scorecards show debits, the order must fully offset the larger one. OMB must send the order and report to the House and Senate, and the report must list, for each sequestered account, the baseline amount subject to sequestration, the amount sequestered, and the outlay reductions for the budget year and the next fiscal year.
