Title 20 › Chapter 80— STATE FISCAL STABILIZATION FUND › § 10004
A public college or university that gets these federal funds must use them for teaching and general expenses and to help avoid raising tuition for in-State students. The money can also pay to modernize, renovate, or repair buildings mostly used for classes, research, or student housing, including upgrades that meet a recognized green building rating system. The school may not add the money to its endowment. The funds also cannot pay for routine maintenance, for stadiums or other facilities used mainly for athletic events or paid public events, or for buildings used for religious worship or religious instruction or whose main purpose is religious.
