Title 20 › CHAPTER 28 — HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › SUBCHAPTER I — GENERAL PROVISIONS › Part C — Cost of Higher Education › § 1015e
Creates a pilot program to help up to five States build and test state-level college student data systems. Grants, given by the U.S. Secretary of Education on a competitive basis, go to state higher education systems or consortia of systems or colleges that represent different types of institutions and regions. Each grant can last up to three years. Applicants must explain how they will protect student privacy under section 1232g (FERPA) and how the work will continue after the grant ends. Grant money must be used to design and run systems that share student data within a State, help colleges use and analyze data, pick common data elements and quality standards to help schools, students and families, and State policymakers, estimate reporting costs for different schools, and test privacy and access rules. Within six months after the projects end, the Secretary must evaluate the pilot and report findings and recommendations to the authorizing committees. Funding is authorized for fiscal year 2009 and each of the five following fiscal years.
