The Secretary of Education, working with the Federal Reserve Board, must create one standard self-certification form for private student loans. Colleges and universities must give the form to any student who asks, on paper or online. The form may only say that students might qualify for federal, state, or school aid; that they should talk with their financial aid office; that taking a private loan can change eligibility for low-cost aid; and that the financial aid office can provide the needed information. It must have spaces for cost of attendance, estimated aid (including amounts that replace the student aid index for FAFSA filers), the gap between cost and aid, and the borrower’s signature (paper or electronic). This does not let someone sue a school over the form.
