Colleges and universities that run teacher-prep programs or alternative certification routes and that enroll students receiving federal aid must set yearly, measurable goals to train more teachers in shortage areas named by the Secretary or the State, such as mathematics, science, special education, and teaching students with limited English. They must tell the Secretary that their training fits local hiring needs (based on past trends); connects to real classroom work; gives special-ed candidates coursework and training in core subjects; trains general teachers to teach diverse learners (including students with disabilities, limited-English learners, and low-income students); and prepares teachers for urban or rural schools when needed. They do not have to create new degrees or follow a specific curriculum.
