To get a grant, contract, or cooperative agreement under this program, an eligible consortium must send an application to the Secretary at the time, in the way, and with the information the Secretary requires. The application must include seven things: a clear project plan that either builds a long-term partnership to link teacher training with high-need schools using modern digital tools or changes how schools of education teach technology and universal design; proof each partner and its leaders support the project and will commit money; how each partner will take part; how the project fits into any State or local technology plan; how it will continue after Federal funds end; how State teacher and student technology standards are used; and a plan to evaluate progress with specific benchmarks.
