The Secretary may use money appropriated under this part to award competitive grants to eligible institutions to create centers of excellence. Each grant must be at least $500,000, and an awardee may use up to 2% of the funds for administration. Applicants must apply when and how the Secretary requires, and the Secretary must write rules to run the program. Grants must help make sure current and future teachers meet State certification and licensure rules, including requirements from alternative certification routes, and that special education teachers meet the qualifications in section 1412(a)(14)(C). Allowed uses include reforming teacher preparation (retraining or hiring faculty and redesigning programs to prepare teachers for low-performing schools, use research and state standards, and build strong teaching skills), giving sustained clinical experience and mentoring, supporting teacher and principal retention (including mentoring and help in the first three years and support for minority educators), awarding need-based scholarships up to the cost of attendance, sharing effective preparation practices and test-prep strategies, and other activities allowed under section 1022a.
