Title 20 › Chapter 28— HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › Subchapter III— INSTITUTIONAL AID › Part E— Minority Science and Engineering Improvement Program › Subpart 1— minority science and engineering improvement program › § 1067b
The Secretary must make rules to decide who gets grants under this part. The Secretary must favor applicants that have never gotten money from the Minority Institutions Science Improvement Program and past grantees with a record of success. The Secretary must also try to balance awards by geographic region, academic field, and project type. When picking grantees, the Secretary can consider 10 factors, including the project plan and expected results; quality of key staff; budget and cost effectiveness; evaluation plans; available resources and identified need; likely impact on the institution and the institution’s commitment; and the project’s scientific and educational value.
