Defines key words used in this program. Accredited means a school is currently certified by a nationally recognized accrediting agency or is making satisfactory progress toward getting accredited. Minority means American Indian, Alaskan Native, Black (not of Hispanic origin), Hispanic (including persons of Mexican, Puerto Rican, Cuban, and Central or South American origin), Pacific Islander, or another ethnic group underrepresented in science and engineering. Minority institution means a college or university where one or more of those minorities make up more than 50 percent of total enrollment; the Secretary must check this using HEGIS enrollment data the school gives to the Office for Civil Rights, Department of Education. Science covers biological, engineering, mathematical, physical, behavioral, and social sciences, plus history and philosophy of science and related interdisciplinary fields. Underrepresented in science and engineering means a minority group whose number of scientists and engineers per 10,000 people is substantially below the comparable figure for white, non‑Hispanic people. Institutional grant supports a broad science improvement plan to prepare minority students for science careers. Cooperative grant helps groups of nonprofit accredited colleges work together on science improvement. Design projects help minority institutions that lack resources or staff plan long‑range science programs. Special projects are grants either to minority institutions to improve training or research capacity, or to eligible applicants to provide services to groups of minority institutions or to give in‑service training to their project directors, scientists, and engineers.
