Summary

Grant recipients must evaluate the grant-funded activities every two years and send a copy to the Secretary. The evaluations must let service providers follow eligible students while they take part in the activities and must follow standards the Secretary creates. The Secretary’s standards must get input from grant recipients and service providers and must make data methods consistent. The Secretary must use up to 0.75% of the program funds each year to pay outside groups to study how well the program works. That study must separately look at the scholarship part and at how matching requirements were met. Every two years the Secretary must report the results to Congress.
