Title 20 › CHAPTER 28 — HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › SUBCHAPTER IV — STUDENT ASSISTANCE › Part A — Grants to Students in Attendance at Institutions of Higher Education › subpart 6 — robert c. byrd honors scholarship program › § 1070d–33
The Secretary can give money to states so they can offer scholarships to students who have shown excellent school work and promise to keep doing well. States pick whether each scholarship lasts 1, 2, 3, or 4 years, but the award must cover part of the student's first four years at any eligible college or university. Students who get these scholarships are called "Byrd Scholars." If the program gets more money in any year than it did in fiscal year 1993, the Secretary must tell each state how many extra scholarships that increase creates, and the state must award at least that many scholarships for a period of 4 years.
