Title 20 › CHAPTER 28 — HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › SUBCHAPTER IV — STUDENT ASSISTANCE › Part A — Grants to Students in Attendance at Institutions of Higher Education › subpart 6 — robert c. byrd honors scholarship program › § 1070d–37
The State education agency decides the rules for picking scholars and must make procedures so awards are spread fairly across the State. For the Federated States of Micronesia, the Republic of the Marshall Islands, the Virgin Islands, American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, or Palau, no more than 10 individuals will be selected from those places until the Compact of Free Association is ratified. The agency must consult with school administrators, school boards, teachers, counselors, and parents when making the rules. The selection and the awards must be completed before the end of each secondary school academic year.
