Title 20 › CHAPTER 6A — VENDING FACILITIES FOR BLIND IN FEDERAL BUILDINGS › § 107d–1
A blind licensee who is unhappy with a decision about running a vending facility can ask the State licensing agency for a full hearing with evidence under section 107b(6). If the licensee still disagrees with the hearing outcome, they can file a complaint with the Secretary. The Secretary must set up an arbitration panel under section 107d–2, and that panel’s decision is final and binding on the parties except as otherwise provided in this chapter. If a State licensing agency finds a federal department, agency, or instrumentality in charge of Federal property is not following this chapter or its rules — including limits on where vending facilities may be placed under section 107(b) and the Secretary’s determination — the State agency may complain to the Secretary. The Secretary must convene an arbitration panel under section 107d–2, and the panel’s decision is final and binding on the parties except as otherwise provided in this chapter.
