Title 20 › Chapter 6A— VENDING FACILITIES FOR BLIND IN FEDERAL BUILDINGS › § 107e
Defines several key words used in the chapter. "Blind person" means someone whose best eye, with corrective lenses, has central vision no better than 20/200, or who has a visual field no wider than 20 degrees; the person must be examined by an eye doctor or an optometrist they choose. "Commissioner" means the Commissioner of the Rehabilitation Services Administration. "Federal property" means buildings, land, or other real estate owned, leased, or used by the U.S. government or its wholly owned agencies, including the Department of Defense and the U.S. Postal Service, and property of the District of Columbia and U.S. territories and possessions. "Secretary" means the Secretary of Education. "State" means a State, territory, possession, Puerto Rico, or the District of Columbia. "United States" includes the States, territories, possessions, Puerto Rico, and the District of Columbia. "Vending facility" means vending machines, cafeterias, snack bars, carts, shelters, counters, and other needed equipment the Secretary may set by rule for selling the items or services listed in section 107a(a)(5); these may be run by blind licensees. "Vending machine income" means money from vending machine operations on Federal property (not amounts paid to a blind licensee), after subtracting cost of goods sold, including reasonable service and maintenance costs, and also includes commissions (not paid to a blind licensee) to commercial vending companies that operate or service machines on Federal property with government approval.
