The Secretary must, as much as possible, hire outside groups to handle loan origination, loan servicing, and loan collection. Contracts must get competitive prices. The Secretary may only hire groups that are qualified and will follow the rules. For loan work, the groups must have lots of relevant experience and proven success. When practical, the Secretary should include state agencies that have agreements under sections 1078(b) and (c) if they meet those qualifications, and should, when possible, give extra consideration to state agencies with a strong record of good performance for colleges in their state. State agencies may also join together in consortia. The Secretary can make contracts to provide alternative origination for students or parents when a school does not have an agreement under section 1087d(b), to service and collect loans, to set up and run one or more data systems to keep loan records, and for other tasks needed to run the direct student loan program.
