The Secretary must require each guaranty agency that has an agreement under section 1078(c) to collect and share the information needed to build online links so students and families can find a complete list of college programs, services, publications, and websites available in the States that agency covers. Each agency must make a plan, gather the information the Secretary asks for, share it with the public and the Secretary in the requested form, and promote college access by giving information about planning for college, career preparation, and ways to pay. Agencies may pay for these activities from their Operating Fund and, if money remains, from earnings on a restricted account. They do not have to repeat work already meeting these rules as of February 8, 2006. The Secretary must make the information available online or by other methods the Secretary chooses. Agencies must give printed copies for free to anyone who asks. By 270 days after February 8, 2006, the Secretary and the agencies must announce that the information is available and make extra effort to reach groups that are traditionally underrepresented in higher education.
