Names this part the Higher Education Relief Opportunities for Students Act of 2003. Congress finds that protecting the nation is the highest priority, that the United States will protect its citizens, and that the military is the best in the world. Hundreds of thousands of reservists and National Guard members from the Army, Air Force, Marine Corps, Navy, and Coast Guard have been called to active duty. Congress notes these service members leave their families, jobs, and school to serve and that helping them when they go into and leave active duty is a top responsibility. In this part, "the Act" means the Higher Education Act of 1965 (20 U.S.C. 1001 et seq.).
