The Secretary must review all current rules under this part that affect people and schools in the programs. The review must check if rules repeat others or are no longer needed. It can include making sure rules are applied the same way, creating a single process for eligibility and compliance checks, and seeing whether rules made for businesses cause extra costs for colleges’ buildings and equipment. The Secretary must also look at rules that affect colleges (except certain specifically excluded ones) that got less than $200,000 in each of the two award years before October 7, 1998, to find ways to improve, simplify, or remove them. While doing these reviews, the Secretary must talk with representatives of the participating institutions.
