The Institute must work with its consortium to offer an advanced degree in international relations or related fields that match a fellow’s career goals. The consortium designs the program and the Secretary must approve it. The Institute may award fellowships up to the level of National Science Foundation graduate fellowships, but the amount cannot exceed a fellow’s demonstrated need as measured by a method the Secretary approves. Fellowship recipients must study full time and agree to enter international service (including private international voluntary organizations) or the U.S. foreign service.
