Each year, the money for this program must be split by percentage. At least 50% must fund grants to certain colleges and college groups for cooperative education. At least 25% must fund grants to other colleges for cooperative education. Up to 11% can pay for demonstration projects. Up to 11% can pay for training and resource centers. Up to 3% can pay for research. None of the money can be used to pay students for working for employers in the program.
