Summary

Provides grants to colleges and universities to create model programs that help veteran students succeed in postsecondary education. If money is available, the Secretary will award grants that last three years. Grant recipients must set up a Center of Excellence for Veteran Student Success as a single contact point on campus, form a veteran support team with staff from offices like admissions, registration, financial aid, veterans benefits, academic advising, health and counseling, career and disability services, hire a coordinator to run the program, track veteran enrollment, persistence, and completion, and make a plan to keep the center going after the grant ends. Schools may also use the money for outreach, counseling, tutoring, credit-transfer help, financial aid help, housing support, campus transition activities, student groups, coordination with nearby military units, and other needed services. Colleges must apply to the Secretary in the required form. The Secretary will consider how many veterans attend a school and try to spread grants fairly by type, size, region, and rural/urban areas. The Secretary must also create a plan to measure whether the programs improve veteran enrollment, persistence, and completion. Funds were authorized for fiscal year 2009 and the five years after that.
