Title 20 › CHAPTER 28 — HIGHER EDUCATION RESOURCES AND STUDENT ASSISTANCE › SUBCHAPTER IX — ADDITIONAL PROGRAMS › Part Y — Early Federal Pell Grant Commitment Demonstration Program › § 1161y
The Secretary can run an Early Federal Pell Grant Commitment Demonstration Program. The Department will give equal grants to four State education agencies to help pay their administrative costs. The program will also make Federal Pell Grant commitments to students, following existing Pell rules. Each State project will sign up two eighth‑grade cohorts (one starting the first year funds are available and one the next year). Each cohort can have up to 10,000 eighth graders who qualify for free or reduced price school lunch. Local school districts where at least 50% of students are eligible for that lunch program may take part. States must pick local districts through an application process. States must collect and share student data consistent with the Family Educational Rights and Privacy Act (FERPA). Every participating student gets a promise of a Federal Pell Grant for their first year in college if they apply for aid using the FAFSA or EZ FAFSA. Up to $1,000,000 will be set aside for an independent, competitive evaluation to measure things like how many students pursued college, barriers, cost‑effectiveness, why students did or did not get Pell Grants, middle outcomes (such as taking college‑prep courses, applying to colleges, or taking the PSAT, SAT, or ACT), college enrollment and degree pursuit, comparisons with similar nonparticipants, and effects on parents. States must run a targeted information campaign with annual outreach and provide families with yearly information on average college costs (by type of school and by tuition/fees and room/board), Pell Grant amounts, how to apply, state savings and aid, and federal aid options. States may use up to 15% of their grant each year for this outreach. Grant funds must add to, not replace, nonfederal money. Funding is authorized as needed for fiscal year 2009 and the five years after that.
