The Secretary can give advice, help, and technical support to state education agencies, colleges, and, with state approval, K–12 schools when asked. That help can cover figuring out federal benefits they can get, preparing applications and meeting program rules, improving the quality or reach of program activities, and making paperwork and reporting simpler. Local school agencies may use organized ways to allocate and report costs if the Secretary finds those methods won’t weaken the program, will allow proper evaluation, and meet audit rules set by the Comptroller General. When funding curriculum or materials, the Secretary and the Director of the National Institute of Education must promote consultation with publishers and educators, allow reasonable planning fees, and award competitive grants or contracts to public or nonprofit groups that promise to reach the intended audiences. The Secretary must report each year on these activities.
