When the Secretary decides that parent involvement at the state or local level would make a program work better, the Secretary must write rules to encourage parents to take part. If the program gives money to local school districts, any application for that money must say how parents were involved in planning and running the program, include a statement that parents had a chance to give their views, and explain how program plans and results will be shared with parents and the public.
