When the Secretary gives or redraws federal education money for a State, the Secretary must reduce that amount by the portion that would go to any local school districts in that State that are barred from federal aid because they failed to follow Title VI (42 U.S.C. 2000d et seq.), Title IX (20 U.S.C. 1681 et seq.), 29 U.S.C. 794, or the Age Discrimination Act of 1975 (42 U.S.C. 6101 et seq.). Money kept back can be used to raise payments for the State’s compliant districts or other States under the program’s rules, or to fund grants under 42 U.S.C. 2000c–4 or other Department programs that promote equity or address discrimination based on race, color, national origin, sex, age, or disability.
