When the Secretary believes someone getting program money is not following the law, the Secretary may stop further payments, file a complaint to get a cease-and-desist order, make a compliance agreement to fix the problem, or use any other lawful action (see sections 1234d, 1234e, and 1234f). Even if the Secretary takes one of those actions or decides not to act, the Secretary can still try to recover funds under section 1234a.
