The Secretary can end a grant and require the University to pay it back after giving notice and a chance for a hearing if the University uses more endowment corpus or income than allowed under section 130aa–3, fails to invest the endowment as required by section 130aa–2, or does not properly report its endowment investments and spending to the Secretary. If a grant is ended for these reasons, the University must return to the U.S. Treasury the original grant amount or amounts given under this subchapter plus any income earned on them. The Secretary may also require other steps to fix the problem and protect the United States’ financial interest.
