Title 20 › Chapter 38— DISCRIMINATION BASED ON SEX OR BLINDNESS › § 1682
Federal agencies that give education money by grant, loan, or contract (not insurance or guaranty) must make and use rules to carry out the rights in section 1681. Those rules must match the goals of the funding program and must be approved by the President before they take effect. If someone breaks the rules, an agency can stop or refuse funding only after a recorded finding and a hearing. Any cut-off must only apply to the specific recipient and the specific program involved. The agency must first notify the people and try to get voluntary compliance. When funding is ended or refused, the agency head must send a full written report to the House and Senate committees in charge, and the action cannot start until 30 days after that report is filed. Other legal enforcement methods may also be used.
