Define key words used here. "Educational agency" means a State or local educational agency as defined in section 801(k) and section 801(f) of the Elementary and Secondary Education Act of 1965. "Segregation" means separating students by race, color, sex, or national origin. "Desegregation" has the meaning in 42 U.S.C. 2000c(b). An agency counts as transporting a student if it pays any part of the cost.
