Title 20 › Chapter 42— HARRY S TRUMAN MEMORIAL SCHOLARSHIPS › § 2004
Creates the Harry S. Truman Scholarship Foundation as an independent part of the executive branch and puts it under a 13-member Board of Trustees. The Board has two Senators (one from each party) picked by the President of the Senate, two House members (one from each party) picked by the Speaker, eight members picked by the President with Senate approval (no more than four of these eight from the same party) that must include a State chief executive, a city or county chief executive, a Federal judge, a State judge, someone active in higher education, and three members of the public, and the Secretary of Education (or a person the Secretary names) as a member who cannot be Chair. Board members serve six-year terms. At the start some members were given staggered terms (four for two years, five for four years, and four for six years). If someone leaves early, their replacement serves the rest of that term and is chosen the same way the original was. Board members are unpaid but are repaid for travel, meals, and other necessary costs.
