The Secretary of Education can award contracts and grants through competition to State and local school agencies, colleges, and private nonprofit groups to run training institutes, workshops, and seminars that improve teachers’ and counselors’ guidance skills. These programs can give staff experience with businesses and professions, bring professionals into schools as advisors, arrange student workplace visits, and train supervisors and technical staff. The Secretary can also give grants to States to help them coordinate new and existing guidance and counseling programs.
