The Secretary of Health and Human Services can set up, equip, and run day-care centers for children of Department employees, using contracts or other arrangements. The Secretary can charge fees to employees or other users to pay operating costs and can accept donations of money, equipment, or other property. Regular federal appropriation money may not be used to buy or run these centers. Donated space is allowed, and the Department may buy initial equipment, but the equipment’s cost must be paid back over its expected life, not to exceed 10 years.
