Title 20 › Chapter 48— DEPARTMENT OF EDUCATION › Subchapter II— ESTABLISHMENT OF THE DEPARTMENT › § 3427
The Secretary must name a Department office to coordinate work affecting the outlying areas. Within 90 days after January 8, 2002, the office head must appoint a coordinator who has substantial experience running Federal programs there. The coordinator must be the Department’s main advisor on Federal matters for those areas, regularly check education needs, help coordinate programs that serve them, and give guidance to Department programs. "Outlying areas" means Guam, the Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands. It does not include the freely associated states: the Republic of the Marshall Islands, the Federated States of Micronesia, or the Republic of Palau.
