All National Science Foundation (NSF) programs about science education that were set up before May 4, 1980, are moved to the Secretary under the National Science Foundation Act of 1950, except programs that deal with five areas: developing scientific careers; continuing education for science staff; boosting participation of women, minorities, and people with disabilities in science careers; research on science learning and sharing those results; and informing the public about science, technology, and related policy issues. Other mission-focused research programs of the NSF or other federal agencies are not moved. The Secretary may run the transferred programs. The Secretary must work with the NSF Director and create advisory groups so scientists and engineers help plan, run, and review the programs. The Secretary’s annual report under section 3486 must explain the joint plans with the NSF Director for coordinating these programs and steps to help apply successful innovations. This does not take away the NSF’s or its Director’s power to start or run programs under the 1950 Act.
