Creates a Treasury account called the Department of Education Nonrecurring Expenses Fund. Unused balances from expired discretionary appropriations for this or later fiscal years may be moved into the Fund, but only if the transfer happens no later than the end of the fifth fiscal year after the last year those funds were available. Money in the Fund stays available until spent. It can be used, in addition to other available money, for updating information and business technology systems and for facility infrastructure improvements needed to run the Department of Education, but the Office of Management and Budget must approve. The Department can only obligate Fund money after giving the House and Senate Appropriations Committees at least 30 days’ notice of the specific projects or obligations.
