Title 20 › Chapter 49— ASBESTOS SCHOOL HAZARD DETECTION AND CONTROL › § 3601
Requires the Secretary of Education to set up a task force and to help states and local school districts find and fix asbestos hazards. States that get certain federal education funds must make plans to share information about these programs with school districts. The law also provides scientific, technical, and financial help so schools can detect asbestos, offers loans to fix immediate dangers, and protects school workers from being punished if they report possible asbestos problems. Congress found that asbestos exposure raises the risk of cancer and other serious diseases, that children may be especially at risk, and that no safe exposure level is known. Large amounts of asbestos, especially sprayed on surfaces, were used in schools (especially 1946–1972). Some surveys showed damaged, easily broken asbestos in schools and much higher asbestos levels inside those buildings. Federal and state agencies have warned about the risks, but no nationwide program or health standard for schools existed, so many local agencies need help and money to deal with the hazards.
