Title 20 › Chapter 49— ASBESTOS SCHOOL HAZARD DETECTION AND CONTROL › § 3604
The Secretary may give federal grants to local school districts for half (50%) of the cost to run asbestos detection programs that meet the Secretary’s standards. Grants can only be made during the two-year period starting on June 14, 1980. The Secretary can also give grants to state education agencies if the state is passing money down to local districts and the programs meet the same standards. If a school or state cannot afford the 50% share, the Secretary may pay more for them if needed to let them take part. No grant will be paid unless the applicant files and gets an approved application after the Secretary talks with the Task Force. The application must explain how testing will be done, give a cost estimate, name who will do the testing and show their qualifications, and promise the work will meet the Secretary’s standards. The Secretary must give the Task Force a copy of each application. Grants may pay for planning and supervision, visual inspections, sampling materials and tests (including tests to find any immediate danger). Recipients must report to the Secretary within 120 days after the grant, with results, plans to fix hazards, and a detailed accounting. Up to 20% of the money may go to the Task Force for education and technical help.
