Apply to the State educational agency at the time and in the way the State requires to get a grant. You can use an amendment to a previous assessment if that makes sense. Each application must describe the activities, promise that no more than 5 percent of the grant in any year will go to administrative costs, and say how the money will be used. If the money is for improving elementary and secondary resources, the application must estimate spending on equipment, facilities, library and classroom materials, estimate how many students will be helped, promise that at least 25 percent of project funds will come from local businesses (unless waived), say no stipend will be paid directly to employees of for‑profit businesses, ensure private school children can participate fairly, and show attention to disadvantaged or underserved students. If funds are for advanced placement programs, the local agency must state what percentage of the State funds per student will be used for AP costs. The State can reduce or waive the 25 percent business match if there is substantial need in the area and the required matching money cannot be provided. Two or more local school districts may apply together as a regional consortium.
