Sponsorship covers promoting, running, or taking part in a meeting, but assigning a staff member just to supervise (custodial duty) is not sponsorship. Meeting means student group activities allowed by a school's limited open forum that are not part of regular class work. Noninstructional time is the time set aside before classes start or after classes end.
